as title says.

What does discharging batteries mean and do I always want to continue to charge or let the battery empty completely then charge fresh.

You can continue to charge the battery, no need to wait until it's empty completely.
Sometimes we need to fully-discharge it then charge it again to maintain correct battery calibration.
