The regulations mentioned are the new sub - Part 107 regulations that are now being discussed.
Personally, I think the damage would be much more to a human than a dummy mostly because of the skin getting torn off from the blades. But they are looking at broken necks and skulls. What about bleeding to death! Fly safe! They are watching.
