One FAA official overstepped his authority.
The FAA clarified the situation soon after.

You do NOT have to turn on "monitization" of your Youtube channel. Thus you're not gaining any compensation. I will soon have my sUAS pilot's license and have been studying the topic. The license is the key to $$.
