Valuable Personal Property policy for for $1300 is only $2/month (lol!) but unfortunately they don't cover drones at all under VPP. Here's the full response I got

    Drones are covered under a homeowners policy as personal property under Coverage C. This means they are covered under named peril coverage (i.e. theft, fire) subject to exclusion and limits depending on usage. Covered losses are also subject to your homeowners policy deductible.  Damage from crashes or human errors are not named perils and are not covered.

    Coverage for a drone is not available under a valuable personal property (VPP) policy, at this time we do not offer any type of all-risk policy for drones.

USAA may not, but are you aware that State Farm does sell personal article policies that specifically cover drones? The only states I'm aware of where these aren't available is Massachusetts and California.
