For me I read the CAA proposals and consultations where those discussions would matter,   for sheltered operations just makes perfect sense.

Not necessarily,    basically if you're in a NFZ in a city you should be able to fly between buildings as aircraft are not going to be be there,  or in a garden but lower than the house and trees around it.

Im not sure that a NFZ is there to protect against a flyaway more a collision with manned aircraft or fireworks or insert NOTAM reason here. .

I know, but if you fly between buildings (which would be fine for planes above) and suddenly your drone goes on holiday, the likeliness of hitting a plane is probably too big.

True,  but modern drones and so unlikely to fly away the odds have to be pretty low.
