Modifying the file to enable FCC is completely legal.
However, operating a modified transmitter over the legal power restriction isn't legal.  So you can enable it but not legally use it to fly.

It appears now its not just FCC v CE for power.  From the DJI specs on the site for mavic:-

Transmitter Power (EIRP)        2.4GHz
FCC:<=26 dBm; CE: <=20 dBm; SRRC:<=20 dBm; MIC:<=18 dBm

So thats 4 separate regions and 3 different power outputs depending on where you are.

FCC being US, CE being europe, SRRC china and MIC middle east region.

Do NOT modify your parameter, just for hardware test

Where is your region detected?
From your tablet's GPS or from the drone's GPS?
