What is you view on the Courts decision that the FAA cannot require registering of hobbyists drones?

For me, it sheds light on some of the other so called rules which likely don't have a legal bearing.  An example would be the FAA rule where a recreational drone pilot must call all heliports within five miles.  I've never agreed with this due to the language of PL 112-95, and this ruling seems to be emphasizing the chance that my point of view on this is accurate.

The article I read said that Congress said that the FAA cannot regulate modelers. I feel that registration at least gives a since of responsibility to the pilot.
