I believe the US just decided that mavic size drones do not have to be registered. As far as in Canada I couldn't comment as I do not know the regulations there

When did this change? I got mine earlier this year and had to register it. I'm in Texas.

A couple of months ago. It was a federal (FAA) regulation, so registration was nationwide.

As a hobbyist, you are not required to register with FAA.  As a commercial pilot, you are required to register your drone and have your 107 license. This link also talks about foreigners using their drones in the US.  https://www.faa.gov/uas/faqs/

I believe they still would like you to voluntarily register but as far as the law presently stands it is not required
