No, but it helps. The practicality is that there are a number of video editing packages out there, some expensive, like Final Cut Pro (which BTW only works on Apple devices) and Adobe Premier, and there is also a very high spec one, Blackmagic Resolve, which is free. But Resolve in particular will demand a high spec computer, it does not run on 'ordinary' computers, and is also quite tough to learn. On the other hand there are a number on online tutorials to teach you how to use it.
In between these are a number of lower cost editors which can also do the job, Sony Vegas Pro, Cyberlink Power Director and so on. Try Googling for 'video editor reviews'.
Above all, you need to consider whther your computer is up to scratch first before you try these editors.
