Two questions:
1. Can we also propose tutorials made by other users to be listed and let them have the credits/points if accepted to figure as "Digest"?
2. If I ever choose to exchange my forum points, will I loose my user rank and go back to Level 1?

I think there is an error in your linked info
It says 2 Points for comments to a post thread, well for days now I've only been getting 1 point?  Is it 1 or 2?  Also, it says -2 for having a post deleted, again if I'm only getting 1 point and it gets deleted I'm not only loosing my original point but an added point on top of that.
Please correct or clarify exactly what is supposed to be happening because it seems in practice it is not doing so as in what is written.

Genghis, I don't think it's gone into effect yet.  Maybe tomorrow, or whatever China time they have set.

Well that may be one explanation, however, Joe was speaking/writing in the past tense and Grace had indicated to me the other day when they had the great point meltdown that that is why it occurred because of these very changes...I'm inclined to think that they have executed myself.
We used to get 2 pts per comment before but now it is down to one.  Likely meaning that either they meant to make that change and did not accurately update the statement or someone goofed in making the changes.
Hopefully someone will come on here and explain which is which, that's all I'd like to know...

This is a great post to read this morning. Thanks Mod's :-)

It would apear to be working now.

Correct that above, it brought me 1 point, but it worked earlier. Oh well carry on regardless.

Aha that got me 3 points, which set the record correctly, there appears to be some form of rounding off in some calculation or register. Probably the same problem that makes the tax authorities remind me that I am overdue in paying a bill of € 0.00, with the addition of 2% for interest payment on € 0.00 of € 0.00 and threatening me with consequences for non payment.
