As Matjan indicated, your configuration should be enough. Do be aware though that the i7 has now given way to the i9 as the fastest basic retail Intel chip. You are using an i5. Software products for the current markets tend to cater to the newer technology.
All things said and done though, if you are using Windows 10, the stock video and photo viewer handles 4K real well. There are also free video players that can be downloaded from the Internet. Also, when you edit video, look for and use the "Proxy Editing" setting. This will do a "not-noticed" conversion of your 4K video into a 720p video that you will edit. The i5 processor and 16 GB of RAM should handle that easy enough.
When the editing is done, you will have to render the edited video. This will take a while, so much that it is called "cooking" or "baking", "in the oven". This process is familiar to those who do animation, at least in the old days. The editing of the 720p version will be transposed to the 4K copy created by the editing program and produce a 4K version of the original 4K video, but edited just like the 720p version. With all this digital magic, you can imagine why it will take so long.
