OK, I have a question to ask about filters.

I Have the cinema series set of six filters from polar pro.
Up here in darwin, australia the sun is super bright and glary due to the humidity this time of year.
I have looked up that I should bring the shutter speed to half of the FPS. so 1/60-30fps.
Now when I put it into manual mode on the video settings of the above the EV goes up to 1.7 and i cant change it.
This is on my android google pixel and wondering if its an android thing as I dont own any apple products.
The EV is super annoying as its letting far FAR too much light on the video.
So i have to put it back into auto mode to then it goes to 1/320....
Mind you this is all with the ND16PL filter. highest i have.
