On the DNG and JPG for this photo, the quality seems awful. The amount of noise for something which is meant to be 48mp doesn't seem right, despite the sensor size. I've highlighted the amount of noise, and this is in bright sunlight with ISO set to 100. Please tell me this isn't normal? I've seen photos which are monumentally awesome from the Mavic Air 2, but this doesn't seem to match.
Also, does a higher shutter speed mean more noise too? I've read similar things, just wanted DJI admin's thoughts.
Be wary of the 48MB mode. It isn't a 48MB camera. It is a 12MB camera which uses Quad Bayer tech to create a 48MB image. So in some scenarios you can actually introduce noise using it because of the way the tech works. So you might find some 48MB images are grainier than the 12MB versions but they will look like they hold more detail.

So is the "single" shot photo mode just the normal 12mb? And if so, what's the difference between that mode in 16:9 or 4:3? It's a bit confusing. Thanks.

Yes normal mode is 12MB. You have to decide you either take high-resolution shots with a lot of detail in 48MB which can cause noise and grain issues, or lower-resolution images with better dynamic range. It’s a tradeoff that you choose.
Use 4:3 format. 16:9 is a cropped version of the image. 4:3 gives you the maximum image size and you can crop if you need to.

I can only upload 1mb max images here. I'll upload on a link site tomorrow. I mean the noise is pretty apparent.
