I can highly recommend the Air 2. I was originally deciding between the Mini2 & the Air2 - decided to spend a bit more and go with Air2 and not in the slightest regretting the extra spend. I really like the 48MP camera, even though the sensor is quite small. Overall I think you get a lot more than the extra spend.
Regarding drone registration, I think you anyway need to register the mini because it has a camera...or does it comply as being a toy? {Maybe this only applies to UK/EU though}
However, you do not need to register yourself if your drone(s): - weighs less than 250g and has no camera or other sensor able to detect personal data; or
- even with a camera or other sensor, weighs less than 250g, but is a toy (this means that its documentation shows that it complies with ‘toy’ Directive 2009/48/EC);
