Jerky playback with green and warping monitor or more?

I just got my DJI pocket 2 and I am noob supreme. I shot 2, 1 mintute videos one at 4k 60fps and one at 4k 24fps.  I uploaded the footage to my machine and played it back.  I got a couple of issues and I want to know where I need to start for solutions.  One is a general jerkyness to the playback especailly with movement.  Esentially looking like it was shot at 12 fps instead of 24.  The other is the playback will turn green for a second or so.  Also the warping of the image and then snaps back.   I did play it back on the pocket 2 screen and it looked fine.

I know something is wrong with my machine for things like this, what I am mostly wondering is can this be my monitor?  They are both not 4k monitors, they are 1080p monitors.  I just need to know where to start.  I uploaded them to youtube and will view them off my xbox and 4k TV once they process.   

I figure you are gonna want machine specs so...

So I have 2 separate issues I think.  The shudder from recording that can be seen in the youtube clips.  Then the playback on my PC which I assume is the monitor or my components or both and I need to know where to start on my upgrading.

I have tried tons of things to get this stutter on panning to stop and I can not seem to get it to work.  I will be retuning this without anymore suggestions.  Most recently I tried auto with a shutter at 1/50 shooting at 24fps and it didn't do anything to fix the stutter.  I think this is a faulty unit, I have seen tons of videos online using this and I for sure have a problem with panning that is not shown in any of the videos.
