I would like to know if the bitrate is constant depending the framerate ?

Is the bitrate will be the same if I record at 30 or 60 fps, or at 60 fps it will be twice the value for 30 fps ?

If it is constant, it signify that at higher framerate, the information present in each image is lower that a lower framerate.
