I have a recollection of reading that if flown too so low a charge and them left for a while, the battery will enter hibernation mode. if you read the manual it may address "hibernation" in the section about preparing for the drone's first flight.
If it was left for a very long time the battery may be dead. There maybe a chip on the control board (a "gas gauge"?) that switches some devices (FET's?) to open circuit if the battery voltage gets too low, If that happens the "gas gauge"? must be reset and that is not in the realm of a DIY fix unless you have specialised equipment and software,

Have you tried to charge it directly on the charger (not in the hub) ?

I have seen a few videos on how to "jump start" a fully discharged a L-ion/L-polymer battery once it gets fully discharged but have never tried it on these DJI batteries.

Try connecting the battery directly to a DC power supply of about 8V for a short time to wake it up:

I have the same issue. I flew down to about 4% charge and since then the battery won't turn on or charge. I left it plugged to the single charger for hours and nothing. Any other suggestions for trying to "jump start"?

Leave the battery on the charger (not hub) for 24 hours, see if it charges.
