I am not 100% sure but think it's Koliu Ficheto monument - creator of this and many other famous bridges throughout the country

Thanks Alex.  Quite an interesting read on wikipedia about Ficheto.  I especially liked the part where he:
is known for having lain under one of his own bridges to guarantee its safety with his life.  Also interesting that he spoke 4 languages but could not read or write.  He was quite the accomplished craftsman.
