It’s not for rules or regulation. It’s for courtesy and safely so that other aircraft flying above you can see you.
Here, in EU, it's a requirement per
UAS.OPEN.060 Responsibilities of the remote pilot
(2) During the flight, the remote pilot shall:
(g) when operating at night, ensure that a green flashing light on the unmanned aircraft is activated.
so it is actually a rule. The "complicated" part is that the (g) was added in COMMISSION IMPLEMENTING REGULATION (EU) 2020/639 and not the COMMISSION IMPLEMENTING REGULATION (EU) 2019/947, and many popular search engines tend to point to the original document, and not the consolidated version, which we should be looking at.
Now, about that, there is also the:
COMMISSION IMPLEMENTING REGULATION (EU) 2022/425 from 14th of March 2022, which states:
(3)in Article 23, paragraphs 2, 3 and 4 are replaced by the following:
3. Points UAS.OPEN.060(2)(g) UAS.SPEC.050(1)(l)(i) of the Annex shall apply from 1 July 2022 and point UAS.SPEC.050(1)(l)(ii) of the Annex shall apply from 1 January 2024.

So it's not only a German regulation, but a whole EU regulation. Additionally, since the green flashing lights reportedly turn off while recording, it's seems to be difficult to record with Mini 3 Pro at night in the long run (right now, exceptions to the maximum take-off mass could be used to attach external green light to it).
At the same time, C0 drones do not have a flashing green light listed under requirements. I'm not sure how that's to be interpreted, but my understanding is that if they don't have a green light, they can't be used at night.
Additionally, there's an explanation on why there needs to be a green light:
"with at least one green flashing light for the purpose of conspicuity of the UA at night to allow a person on the ground to distinguish the UA from a manned aircraft;"
