Why is the file for a .JPG significantly better than the .DNG file
Given your later questions, it's obvious that theu haven't seen the dng file.
when if anything the file should be larger for a .DNG ... Why are .JPGs 4000x2250 when a .DNG is 960x540?
The image size should be the same for jpg or dng.
When you think a dng file is only 960 x 540, you are using software that can't read the dng file and is giving information about the tiny jpg thumbnail that's inside the dng file.
Why is there no option for just a raw file why do have to have a JPG?

What are the advantages or giving someone a photo taken on a sensor that can output about 4k but instead gives you a photo in 960p? Is there anything I can do to get a better .DNG file? Why even add an option to have a raw file when is such a low quality photo that it is useless when compared to the .JPG?

You need specialised software to be able to open and use dng files.
Without that software, you can't see the file and just see the preview image.
