Who can register a drone for class C? Producer only?

Can only the manufacturer submit drones for certification? Because if not only the manufacturer, can it organize a collection to cover the certification costs and, on behalf of the entity that brings together drone enthusiasts, submit the drone for a C class? Anyone have knowledge on this topic?

The term that disturbs me here is "certification".  Air 2 is an open-category drone, not certified-category drone.  What is basically required for the C-class label is a declaration from the manufacturer.  In my opinion, DJI has dragged their feet by not making that declaration.  The fact that the certification organisations are not there (in Europe), is no excuse for delaying the declaration of conformity of Air 2.
