I have a google nexus 7 tablet with ver 5.1.1 installed but every time I try to download the app it keeps telling me the device is not compatable or that it nees 4.4 or above. What the heck is happening?

Is the nexus 7 a 2012 or 2013 version, GO is only compatible with the 2013 version (Nexus 7ii).

Are you downloading from the page here rather than google play?
