What is "higher speed signal readout" and how does it reduce rolling shutter when recording?

An image frame is a string of data that describes pixels from the top left of the frame to the bottom right of the frame. This is unlike film where the image is simultaneously recorded across the entire frame.

Rolling shutter: mis-registration of vertical lines occurs because of the finite time that elapses between the 'read out' process. The longer it is, the more time elapses between the scene record from the top left to the bottom left. If the contents of the scene shift horizontally (e.g. rapid pan), then will get a 'rolling shutter' effect. The analogy is of motion blur at low shutter speeds.
