Per the FAA's new B4UFLY app:
Legally, you would have to contact every small airport/heliport before you fly, which could be a daunting task.

"a good rule of thumb is to assume that all airspace within five miles of an airport, starting at sea level, is controlled, and that operating UAVs without explicit FAA approval is prohibited. This means that it's effectively illegal to operate a UAV almost anywhere in what one might consider metro New York City, because there are three major airports, including Newark."
Plus NY has a lot of major highways, which are often designated as heliports.
I'm in NJ, which is essentially a no-fly state now because of the FAA rules. Sucks big time.
