When I check the battery on the DJI Go app it tells me that the batttery has been charged 9 times. When I look at the History I see 30 reccords. Can someone explain the difference?

I think records are made at more events than just charge and discharge. Maybe turning it on/off creates a record as well? I'm not sure, but I assume so, I have similarly many records and only flown 6 times so far.

The history record simply has 31 slots (plus the current status = 32).

I have found that the software DJI Go App logs the battery history even if they are errors without a real problem with the battery. If you deep cycle (discharge to 5%) the battery will clear all of the errors and you are good to go again.

You should always keep monitoring the battery history for any sudden changes.
