Is it normal for the live video on the RC to pause (like it's buffering) and be about 2 seconds behind?  The recorded video on the sd card is flawless.
I have the P3 advanced  with an Android note 3 with the newest update.

No, it is not normal. That is an indication that the device you are using on your RC unit does not process the video fast enough.
