Can you help me I'm bought an Ipad Mini 4 Wifi Version is there any big advantages using Non Cellullar and Cellular Device in my Phantom 3?
Or is it okay to have non Cellular device?

The only difference is that you wont be able to use Follow ME with out Cellular

The version with only wi-fi will non have the GPS module, so you could not use the Follow Me mode.

iPad mini 4 wi-fi does not have gps module so follow me will not work but you can buy a separate Bluetooth gps module on eBay for around 25 bucks, they work great!!

I have not tried to use Follow Me as I am still a beginner.

However I do tether my iPad to my iPhone's Personal Hotspot when I fly the drone.  I assume that the iPad then uses the iPhone's GPS.

Question:  If the iPhone and tethered iPad (attached to the remote controller) are kept on my person, will the Follow Me mode work?

Hi, have you tested tethering your  Ipad Mini 4 Wifi to your phone to get GPS? If so does the follow me feature work does it seem accurate?

It would not be as effective, since a non cellular data device does not always guarantee built in GPS. If you really want to use the Follow Me feature, you should use a device with cellular data built in.
