Is it possible to use Lightbridge 2 for its video transmission capabilities, but without a quadcopter?  If so, which components are needed?

We'd like to set up a video camera on a skydiving helmet, broadcasting a live 1080p60 feed to the ground.  No gimbal will be used.  The sony camcorder will be fixed in place.
