FAA regulation says that you're supposed to get in contact with the airport you are flying within 5 miles from. What's the best way to do this?

Telephone is probably the best way.  Contact the Control tower or the Administration office to get pointed to the right place.

And in the case of Boise Idaho, wait for days for a return call.  They are totally unprepared for this notification process as with so many government issues.  Just as with gun control, the violators will not call first.
