I've done a little more experimentation and have come to the conclusion it's my monitors. I don't quite know the issue with them but would be very interested in hearing your opinions.
My dual monitor configuration consists of two DELL 2007FP monitors. From the dell site, here are the specs:

Running the calibration with the cal window on Monitor 1 (DELL P2210T), the calibration passes, and on Monitor 2 (DELL 2007FP) the calibration fails.
