There are some who can, and others who are forbidden by local laws.
I personally love it myself, and there are numerous threads already on this topic. ;-)

To shoot video of a bridge at night, I do that:
During the day I record waypoints and, at night, I run the mission with the "free" option to head the camera in the best direction while flying. That avoids collision problems and the automatic light control of the camera functions correctly. I just trim the light control manually to have a night effect on the videos.
I used 1920x1080 30 fps.
The Phantom remains visible thanks to her LEDs.
