When I first set up my Phantom 3 Standard, I registered it with DJI as I recall.  If I purchase a used drone, is there a way to register that drone to me instead of the original owner?  Is there a need to do so?

Hi, the registration cannot be changed and there's no need to change it.
You can use your own DJI account email to fly the aircraft.

You cannot unregister. If you sell it, the buyer can use his own DJI account to fly it.
But the registration cannot be changed.

That seems like a bad idea....

Seems like a way to factory default it and require new registration to fly it would be better.
