Hi, is there a way to pinpoint a location on the DJI GO map and have the drone fly there and hover at a specified altitude? In other words, reach a waypoint via map location, without first recording the waypoint?

That is not possible with DJI GO 4 Unfortunately, All you can do is go to the waypoint manually and record it, You can use the app "Litchi" (It's a paid-app) That will allow you to do exactly that and it works perfectly with the Phantom 4 Pro and DJI even supports Litchi as a company.
