It seems like the best we can hope for commercial use of drones over the next few years. However, I don't see anything about autonomous use of drones. That word is used once in the pdf file. I am glad they don't require an actual pilots license. Perhaps my discussion with the FAA did some good (I am sure a lot of other people told them the same thing about requiring 60 year old roof inspectors to get a pilots license). I wish there had been special relaxed rules for drones that weigh less than 1 pound with strong restrictions in the firmware against flying too high or near airports. I may take advantage of the comment period to propose that. I don't think there is any need for an aeronautics certificate for commercial use of a Parrot Bebop for example. It would make more sense to simply have them register themselves and the serial numbers of their drones.
