I am curious if anyone knows if there is a blanket exemption for part 107 commercial operators. I have a client needing aerial video shot at a local sporting event in 2 weeks. The area and time of the event requires that I file for an exemption for night flying as well as flying over people. I submittedmy request a week ago and I recieved an email from the FAA yesterday informing me that it can take up to 90 days for a response. How is it possible for commercial operators to know that far in advance about a specific location, time frame and other information in order to get an excemption, especially news agencies who have no idea where a news event may take place before it happens. How do they get their exzemptions when needed on demand. Is there a way to get a "blanket" exzemption for a specific company or operator? Any information would be much appreciated.

If you mean blank, like a blank check.  No, there are none.  All exemption require detail info regard the request.  Where is he flight, when, for how long, how high, how will it be safe, etc.    My experience 90 days is a pushing it, it's more like 180 days.

Don't get your hopes up re: flying over people.  You can see waivers that have been approved by the FAA here:

You'll notice they have only approved one for flying over people, and it is for CNN.  They are using some kind of tether system as a safeguard...I think it's safe to say that without doing something like that, it will be rejected.  Here's CNN's permit:
