Just upgraded to the P4P from P4. When I short video in 4K 60 fps, I can't view the MOV file on my iPad. I have to upload to iMovie first, why is this?

Should be no reason at all, the MOV extension is a purely Apple thing. Try using the MP4 extension instead, the video content is really no different, the MOV thing is just a container to put the movie in.
