Looks like you're getting propeller shadow reflections as you pan through the low sun angle. If you have the gimbal cover on, it's increasing the stray reflected light entering the camera as the sun is reflected and blocked by the shadow of the spinning prop.

is the gimbal cover on ? if so never fly with it on as it blocks the fan intake and gives poor quality video.

And why i got interline flicker on the edges of the buildings? I recorded in 2,7K with 30fps.
I only exported the file from FCPX to shorten it, but in the original file its the same.

I do see a small amount of moiré in the building siding. This is a result of 1) small sensor, 2) too much sharpness, 3) compression, etc.  We can't do anything about the sensor size, but try the same shot with less sharpening by either using SOFT or CUSTOM and reducing the sharpening until the moire is acceptable (if possible):

Depending on how DJI is processing the 4K sensor image into 2.7K, you could be inducing additional moire. One trick is to record in 4K and then down-size to your desired resolution in FCPX so that you maintain more control over the compression that is introducing the moire. And lastly, some editing software will include anti-aliasing filters that you can try to remove the patterns in post.....

Whats about ND filters will they help against moire too? I had exposures about 2000 and more in the record.

Moire is Moire, no way around it on these sensors. You need ND filters to cut out the light so you can shoot at 1/60 when shooting at 30 fps.
