I shoot all photographs in raw.  For something like this where there is dark ground and bright sky, I shoot a 5 frame bracket.  When I get back to the computer I decide which frame to use or merge them together.   I also have the overexposure warning turned on.  When I get a lot of hot spots, I usually dial down exposure 1/3 or 2/3 of stop.  The metrics on this shot are 1/570 at ISO 100.  Does that help?
