Hi does the Mavic camera just shoot out and down I'd like to have it pointing down at 135 or so degrees. Is it locked to just shooting out and down?

No it is not locked at all.
You can adjust tilt with various buttons on the RC depending on your settings.
It will not default to your set tilt range though.
I use left wheel.

Good question.  You are not the only one that has experienced this. Experiment when the RC controls and see what each button actually does and compare this to the default settings in the instruction manual.
