Fanciful nonsense.
The level of paranoia about harmless toy drones is amazing, particularly when there are 300 million guns in the society but that's accepted as nothing to worry about.

Actually the source is Live Science and not Fox news   If you read the article it said that The agency is hosting a Proposers Day on Sept. 26 for new technologies for the Aerial Dragnet program.  I interpret this as they are a long way from being operational.

That was the source I was referring to.

I did some research and DARPA did indeed announce this.  Such a monitor doesn't exist and I'm guessing it never will.
