Sadly, even if this had been sent out closer to Christmas, I suspect it would still not have been seen by those who got a drone and went straight out to fly without a thought for legalities, safety or even weather conditions.

I don't see why it can't be mandated that an information leaflet is included with every drone sold in the UK. Something pointing people to the CAA website or even to that short video. It wouldn't mean that everyone would read up and play by the rules but at least it might mean that people have the opportunity to know what their responsibilities are so if they do transgress then they have no excuse.
