Is anyone having a issue with choppy preview after a effect or adjustment is made?

It is not unusual to have problems editing 4K material, many computers simply do not have the grunt to handle it. What are you editing on?

Adobe doesn't handle the .mov files well. Convert them to ProRes first, then it'll probably work fine. There area  bunch of apps for converting clips...

You need to render the video every time you make a change,  this will help a lot in play back in preview windows

Should be OK, but I have seen more powerful computers than yours struggle. It will also depend upon what you are using to edit, and what it renders out to.

I just tried a MP4 instead of a MOV file and it works much better

It is probably due to the format incompatibility, or you can try to downscale Phantom 3 4K to 1080p  ...
