When using the gimbal wheel to lower and raise the camera the quality lowers considerably. I've noticed when shooting 4k but havnt checked with lower res. This is on playback. Is this normal?

That sounds like either a playback device issue or it could be too high of a shutter.

I had the same problem.

Try turning off the "3D Noise Reduction" option in the dji GO app's Camera menu.
That fixed it for me.

try the 3d noise reduction, but also try lowering the sensitivity of the gimbal's pitch, and slow it down. It will make it much more smooth
