Not sure what happened but it appears the iOS DJI app finally made contact with the servers.  I decided to fire up the remote with the Ipad connected and it gave me an update icon.  I was able to update controller and now all is good.

App version 2.8.1
Aircraft 1.8.80
Remote 1.6.0

Thanks DJI for fixing or pushing the update.
