I'm thinking about getting a Phantom 3 4K I have had a Phantom 2 sold it. What tablet would be good to get I don't want to use my Iphone. I have a windows 8.1 tablet can that be used with the Phantom 3? or do I need to buy a ipad?  

A Windows tablet will not work, you need a IOS or Android device.

No problem at all.You can download the DJI GO app and immediately view the full manual and watch the tutorial videos to get yourself familiar with it.
